Perry has been taking credit for the Texas economy.  Please note . . .
1.    Oil is Texas’s largest industry. He had nothing to do with the oil boom over the past three years. For a time in 2008, oil was selling for $148 a barrel.  Oil was $25 a barrel when he took over from Bush.
3.    Texas is a “Right to Work” state.  That is, according to the Texas Labor Code a person cannot be denied employment if he doesn’t have union membership.  This makes it attractive for businesses to relocate there.  (California take note) Was Perry instrumental in writing this legislation? No, it was passed in 1993 as well.
4.   Texas has one of the lowest wage rates in the nation, tied with Mississippi, due to cheap labor that comes across from Mexico.  Another reason it is attractive for businesses to relocate there.  Perry didn’t have anything personal to do with the geographical location of Texas.
5.    Before Perry was Governor, Texas was a “pay-as-you-go” state for roads.  That changed under Perry and Texas started incurring debt . . . 21B of debt.
6.    As a result of Perry’s “2006 Tax Swap”, Texas has the largest budget deficit in state history, 18B.
7.   The Federal Government helps support Texas (NASA + 7 Army/Navy Bases)  Federal spending in Texas has doubled since Perry became Governor . . . 200B a year.
8.   Texas did not experience the recession like other states because of a smaller exposure to sub-prime loans due to stricter lending regulations.

As one governor responded when Perry attempted to take personal credit for the Texas economy, "Just because you have been dealt four aces doesn't mean you are a good poker player."

The law I found http://www.legis.state.tx.us/tlodocs/77R/billtext/html/HB01403I.htm only speaks of granting in state tuition for children of documented aliens who graduated from Texas schools.

Oh, the highly principles 10-term Congressman, who has been calling for: an end to the Fed, a hard currency, and limited federal government since Reagan was in office...Ron Paul
